Program 2006

The following activities are being planned for the Latin American Regional Energy Initiative (REI-LA) for year 2006, but may change in the course of the year according to IEI Board decisions.

1. Global Activities

1.1. Global Clean Cooking Fuels Initiative

REI–LA proposal

For the year 2006, depending on funding, REI-Latin America will carry out a country study on the Brazilian experience in introducing LPG in households as a domestic fuel and perspectives on using ethanol as a cooking fuel. Its objective is to provide potentially important comparative lessons regarding the creation of sustainable energy markets for new, cleaner (and renewable) household fuels, including also the use of more efficient cooking devices.

REI-LA seminars on GCCFI

REI-LA will promote and organize a one-day series of seminars about the office’s GCFFI proposal whose objective is to gather more knowledge and proposal on the relevant issues of the project from key governmental and private actors. The seminars have officially institutional support from both the Energy and Environment Secretariats of the State of São Paulo. REI-LA will seek for funds to organize the event.

1.2. IEI Newsletter

IEI's quarterly newsletter (launched in 2004) is an informal vehicle for communicating information about IEI's ongoing activities, plans, and products. The newsletter has a growing list of worldwide subscribers (over 440 as of August 2005). The newsletter complements IEI's quarterly peer-reviewed journal, Energy for Sustainable Development.

REI–LA will continue to prepare and release, supported by REI–Asia and Board Members, the IEI quarterly Newsletter issues. The seventh issue was released in January and up to now there are 447 subscribers.

2. Regional activities

2.1. Information

The maintenance of REI – LA’s webpage

All Information components are being consolidated in the new and existing webpage. This website is one of the most important means of communication between REI-LA and general public, in which all past and ongoing activities are described, as well as its online energy library.

Energy Library

Continuing cataloguing the online energy library, advertising both the online and physical library for the general public and acquisition of books. About 1200 documents have been catalogued so far, representing almost all REI-Latin America’s collection. Most of them are not available for full-download, but hardcopies. This database has been maintained by a graduate student and Andreia Santos (REI–LA’s clerk.

2.2. Training

Sustainable Energy Solutions in North and South: partnership with TaTEDO (Tanzania) and Sweco Grøner (Norway)

From June 2004 to July 2005, the second exchange program took place. The Brazilian participant, Gheisa Esteves, worked for Sweco Groner in Norway (see report activities) and the Tanzanian participant posted in Brazil for two years concluded his Master’s whose subject is closely linked with the Global Clean Cooking Fuel Initiative.

For 2006, the exchange continues presenting an important change: the Brazilian participant will be posted in Tanzania to work for TaTEDO and two Norwegians are coming to work for REI-LA on the opportunities and barriers of projects based on clean development mechanisms.

The aims of the exchange program are to set up a long-term partnership between the organizations, which is the main programme’s objective, and personnel training in an international environment.

2.3. Analysis

Clean Development Mechanism in Brazil

To be done by the Norwegian participant of the exchange program being posted in Brazil, the purpose of this study is to analyse CDM project opportunities from Brazil’s perspective. What are the strengths of CDM? What are its weaknesses, opportunities and threats? There are analyses that describe and assess projects about CDM, but the host-country perspective dealing with CDM in the real world is often missing. This paper could be a step in the direction of filling that information gap.

Sustainable markets for LPG and ethanol

Brazil over the past 50 years has had the experience of implementing public policies and directing public and private efforts towards the creation of new energy markets. This has been the case of LPG and ethanol fuel.

In 1960, LPG had 18% saturation level amongst households and in 2002 is accessible by 98% of all Brazilian households (42 million) and 93 % of rural households. In the case of ethanol-fueled cars, from 1977 to 1984, its participation in the car market production rose from barely zero to 94,4%.

A paper will be written, preliminarily named “Policies for creating new markets for new fuels: the case of LPG and ethanol in Brazil”, whose objectives are to present an overview of the context and articulation of public policies and private interests in creating a sustainable market for fuels; to present the main factors that may explain the chosen successful cases and discuss how public policies can have similar impacts nowadays.

2.4. Advocacy

Workshop Energy Efficient Lighting Initiative in Latin America: discussing a roadmap

REI-LA is heading the organization of a Latin American workshop on energy efficient lighting in Brazil (Campinas, São Paulo) as part of the ELI Quality Certification Institute's strategy. The purpose of the workshop is to promote the ELI project objectives amongst audience of potential partners as well as to propose a ELI’s work plan for Latin America.

2.5. Action

Providing wind power and building capacity for teachers

The great majority of Brazilian children is enrolled in school. Nevertheless, the bad teaching quality is still a great challenge to be overcome. In addition, there are still schools without access to electricity or poorly electrified. The rural municipality of Cananéia (São Paulo State, Brazil) fits into this picture, being one of the poorest communities of the state. The illiteracy level is high among children, teenagers and adults.

REI-LA was granted by HSBC bank a pilot multi-purpose and multidisciplinary one-year project in partnership with a Brazilian company (Eletrovento) to improve schooling and access to electricity in two schools of Cananéia. Eletrovento is an innovative small enterprise which develops a low-cost, small-scale wind turbine.

The project seeks to improve the teaching quality through locally need-oriented capacity building and training of teachers and provide access to electricity from a low-cost, small-scale wind turbine to the schools in order to provide sustainable energy services (lighting, refrigeration, television.

Energy efficiency measures in public hospital

This project aims to retrofit the lighting and air-conditioning systems of the University Hospital located at UNICAMP. In addition, the project will install an acquisition data system in order to follow up the results of the energy efficiency measures as well as the quality of electricity in several different consuming points.

It is expected to reduce, respectively, in 46% and 32% the current installed power of the lighting and air-conditioning systems.

The project is funded by a local utility through the funds of its 1% charge for Energy Efficiency. The university has signed a performance contract with the utility and REI-LA is part of the team that is in charge of the evaluation of the project.

Demonstration site on solar and wind power

The project involves performance monitoring of the hybrid system and collection of data from meteorological data collection equipment as well as to use the demonstration site as a laboratory for students. REI – LA has joined efforts to a Brazilian technological company which is developing wind turbine for rural areas to undertake research and share resources. The system will be placed in another site where the wind speed is higher and more stable. And a new building is necessary to be built. REI-Latin America and its partners were granted by the State University of Campinas.

The Norwegian participant of the exchange program will also work in this activity.
